GUEST SPEAKER - 03 JUNE 2025
Acting Inspector Larissa Guthrie: Leadership Mentoring Program - increasing employee diversity at Victoria Police's tactical work units

Larissa participated in the 2024-25 Leadership Mentoring Program, Stream 2 under the mentorship of Central Melbourne member, Koren Harvey. Larissa’s project is outlined below and will be the subject of her presentation.
It is vitally important that Victoria Police employees represent the broad and diverse community we serve at every incident they attend. My initiative aims to support this by increasing employee diversity at Victoria Police's tactical work units.

Larissa is currently stationed at the Critical Incident Response Team (CIRT) as a substantive Senior Sergeant whilst also being upgraded as an Acting Inspector. She joined Victoria Police in 2011 and has 14 years of policing experience, predominantly in an operational background.

Having grown up in country Victoria and after graduating from the Academy Larissa was sent to a busy work unit in Frankston where she spent six years working General Duties on the van and did her first upgrading as a Sergeant. She was then promoted to the Public Order Response Team (PORT) where she policed at many demonstrations whilst also being deployed to numerous emergency management situations including the 2020 Mallacoota bushfires where she was in charge of the air evacuation of the town.

Whilst at PORT Larissa commenced upgrading to the Senior Sergeant and whilst Acting at this rank, had the responsibility of being the Tactical Commander for the PORT response to the large scale riots that took place in Melbourne’s CBD in September 2021. Later that year she was promoted to Senior Sergeant and Covid Quarantine Command where she had a brief role in the corporate space before moving across to CIRT after 6 months.
Larissa has been at CIRT since and for a period of time was the highest ranking female officer at a tactical work unit.

President Rhys Wiliams acknowledged the traditional owners of the land upon which the meeting was conducted and welcomed members and guests, which included

And guest speaker, Jay Panchal

The chair of the day Elias opened the meeting with a recognition of Rotary International and introduced our guest speaker.

Jay is a youth project coordinator with City of Melbourne and has been working in the youth and community sector for the past 8 years with previous roles at Centre for Multicultural Youth as sports project coordinator, Front Yard youth services employment specialist worker and City of Casey as Active Recreation and Diversity Project Officer. Having graduated from Monash University with a master’s in international relations and journalism, he is passionate about youth homelessness, multicultural youth advocacy and supporting grassroots sports initiatives.

This talk highlighted Jay’s role as a youth project coordinator for City of Melbourne, outcomes from their youth roundtable and FM 2050 summit and initiatives his team is undertaking to support young people in the city of Melbourne.
He outlined the various programs including a range of “Drum Youth” and “Venny” services. There is also a variety of services for Queer youth provided through the Queerspace youth program.

He recapped the Youth Roundtable and M2025 Summit. There were 25 participants from community organisations and advocacy networks. OUR MODEL UNITED NATIONS (MUNA) TEAM WINS AWARD

Our MUNA team from partner St Aloysius College participated strongly last weekend at the District 9800 MUNA event and was awarded the Diplomacy Runner-up prize. Our team of Fadzai Bako (year 11), Keona O’Brien (year 10) and Nina Cutuli (year 10) represented Brazil in the model General Assembly debate. Approximately 15 schools and 50 participants debated covering a diverse range of resolutions covering tariffs, measles vaccinations and child labour.

Organised again by the Rotary Club of Woodend, this signature event gives young people the opportunity to learn about international relations through direct participation. For many it’s a major learning experience remembered for years.

Thanks to our St Aloysius’s partner manager Mark Smith and many staff who assisted the student team.

The last work is from Keona:
‘I thoroughly enjoyed this weekend. While it was slightly overwhelming at first, by the end of the weekend I found myself asking P.O.I’s (Points of interest), challenging amendments and fighting for the recognition and acceptance of resolutions. I would undoubtedly recommend this experience to those who enjoy politics, debate or even someone who is up for a good argument. All delegates and members of the chair were extremely accepting and welcoming to newcomers, such as myself. I speak on behalf of all of us when I say this was an extremely valued opportunity, in which we will not forget. The St Aloysius team of Brazil was awarded the runners-up award for diplomacy and if we are fortunate enough to return I believe we will return with a collection of awards!  Overall, this was a wonderful experience and I want to extend my gratitude to Melbourne Central Rotary who sponsored us. Thank you.’

Thank you to Woodend Club for great Rotary work!

LARGE DONATION TO YOUTH PROJECTS
Last week the Club delivered a larger than routine donation of urgently needed items to Youth Projects in the CBD. It included the following new pieces of warm clothing.

47 pairs of briefs and underpants, 9 track pants ,2 caps, 6 prs socks and 6 waterproof jackets. The estimated value of these is $740. The jackets, caps and some track pants came from DIK while the rest were purchased from Laverton Market for $95.
Every volunteer who works a shift at a Bunnings sausage sizzle earns more than $95 for the Club,  who then work with our partners to gain maximum impact from your valuable time.

Importantly, as night time temperatures drop rapidly we delivered 20 more sleeping bags to Youth Projects in Hosier Lane, 10 donated by Bunnings and 10 purchased from funds generously donated by members. The estimated value of these is $800. More bags will follow in the next fortnight.
The Community Committee's thanks go to everyone who has supported this project.

ROTARY BITES #38
June 2025 is Rotary Fellowships Month!

Perhaps this month would be a good time to make it to one of the Face to Face meetings and enjoy a coffee and fellowship with your club members.
